Wilmer Villa is the founder and director of Forward Construction Management. He has a civil engineering background and more than 17 years of experience in New York City construction, focused on façade restoration, building envelope systems, and Local Law 11 (FISP) compliance.
Before starting Forward, Wilmer led façade and structural projects at Superstructures Engineers & Architects, Rimkus, SW Engineering, and Mayta + Sebastian. In those roles he performed more than 700 FISP façade inspections and managed restoration work from the first inspection through close-out. His clients included NYCHA, DASNY, DCAS, CUNY, and NYC Health + Hospitals.
Through Forward, Wil partners with licensed Qualified Exterior Wall Inspectors (QEWI) and Qualified Parking Structure Inspectors (QPSI) to perform FISP façade inspections and garage inspections for building owners.
Wil works as an extension of ownership. He validates contractor pricing, controls change orders, keeps projects moving through NYC DOB, and turns technical problems into clear decisions. He is hands-on and never hands clients off to junior staff. He holds a B.S. in Civil Engineering Technology (Structural) from RIT, along with OSHA 30 and NYC DOB scaffold certifications.
Outside of client work, Wil owns and operates multifamily properties in Westchester County. That gives him an owner's view of budgets, risk, and long-term asset value.
