[Fredslist] I -20 form for F1 Student visa - help needed

Is anyone familiar with this process?  I spoke to someone in Moscow today
who wants to come to New York on a student visa this summer with the
specific goal of improving their command of the English language.  I could
help with the accent reduction training but I was unable to provide any
assistance with the legal issues. Is there anyone that can advise?
