Listing #2: RFP: October 17 deadline

Title: Greenburgh NY Central School District No. 7: Request for Proposal for Public Relations Support

 

Description:

Greenburgh Central School District No. 7 (GC7) is located 25 miles north of New York City and serves students from Hartsdale, a portion of White Plains, and several streets in Elmsford. The total area of the District is eight square miles with a population of approximately 21,000 residents representing a vast array of social, economic, ethnic, and cultural backgrounds. 

GC7 is seeking the services of a public relations firm to support aspects of its communication with various publics. Typical communication support provided by the public relations firm will include: press releases to media; press coverage of District events; positive promotion of the District; and crisis communication support.  

GC7 has retained the services of Southern Westchester BOCES to design the District calendar and quarterly newsletter as well as research and write the content of the aforementioned publications in collaboration with the Board of Education’s Newsletter Committee.  The District also maintains its own website, www.greenburgh.k12.ny.us.


Deadline


To be considered for review, proposals must be received by 3:00 p.m. on October 17, 2008. Sealed proposals are to be delivered to:

Anticipated Scope of Work


·         100 press releases to media

·         Coverage of at least 50 District events (including pictures) for the purposes of reporting to the media and inclusion in District newsletters and website

·         Attend monthly Board Meetings

·         Provide crisis communication support as needed

·         Attend selected meetings in the District

·         Serve as Liaison to the Board of Education’s Community Engagement Committee

·         Provide informational support pieces for the District’s Annual Meeting and Special District Meeting if needed.


Proposal Outline


For the District’s ease in reviewing and comparing the submissions, proposals must: 

·         Be organized as outlined below

·         Each section and its subsections must be labeled as outlined below

·         Include dividers between the main sections

·         Provide fifteen (15) copies of the proposal


Section A: Introduction


1.      History: Present the firm’s history including its present size.

2.      Philosophy: Describe the firm’s philosophy.

3.      Organizational Composition: List the names of the firm’s principals and key personnel. Indicate whether the firm is a partnership, professional corporation, individual, joint venture, or other form of organization.

Section B: Technical Proposal

1.      Methodology: Provide your proposed methodology for the District’s public relations program. 

Greenburgh Central 7 maintains its own website and contracts with Southern Westchester BOCES for the District’s calendar and quarterly newsletter.  Therefore, these services should not be included in the proposal.

2.      Management Plan: Describe in detail your management plan by explaining how your firm is structured for the design and production of the various communication vehicles and other supportive services.

3.      Organizational Chart: Provide an organizational chart that indicates how you will support the District.

4.      Typical Programs of Service: Describe the services that your firm typically provides for public relations programs of this nature and scope.

5.      Project Personnel: List the personnel who will be assigned to this project, their resumes and related project experience.

 

Section C: Experience

1.      Gross Venture: What is the total size (gross venture) of your firm’s business for the past three years and what percentage of this amount is for public school public relations?

2.      Relevant Programs of Service: Describe up to three programs of service, which are directly relevant to the Greenburgh Central School District’s public relations program.

3.      Bond Referenda Experience: Describe your firm’s experience in providing public relations services relating to bond referenda.

 

Section D: References

Provide the names, addresses and telephone numbers of at least five references (school districts preferred).

Section E: Summary

Include a brief summary of why your firm should be selected as the public relations firm for GC7. This section could also include additional means or methods of communication that expands on or enhances the items in the Scope of Work section of this RFP.

Section F:  Appendix

Include additional information you believe is relevant to the evaluation of your proposal.

Section G:  Fee

1.      List the proposed fee for your services. Identify and estimate reimbursable and/or sub-contractor costs.

2.      Provide hourly rates for various personnel within your firm as a basis for costing additional services, which may be requested.

 

Proposed Evaluation

The District will evaluate the response based upon the supplied information. Criteria for evaluating the proposals will include:

1.      Previous experience of the firm with similar education clients.

2.      Experience and qualifications of the professional staff to be assigned to the District.

3.      Proposed methodology and management plan for meeting the District’s public relations needs.

4.      The cost effectiveness of the proposal.

The submission of a proposal in response to this Request for Proposal is an acknowledgement that there is no cost to Greenburgh Central School District No. 7 associated with the proposal. Greenburgh Central School District No. 7 has the right to reject any and all proposals if, in its opinion, the best interest of the School District will thereby be promoted.
