I am in need of a plant human resources manager. Someone who has experience in a manufacturing organization. The description follows. Please send this out to the Gotham network.


Essential Function:
The Human Resources Manager is responsible to direct the Human Resource function within the Orangeburg plant organization. This position provides leadership within the facility that helps set a positive tone and direction of Human Resource activities and priorities.

Scope:
Utilize Corporate and Facility strategies to enhance the workplace through training, programs, benefits, procedures and policies. Interact with all members of the organization to achieve related goals. Build relationships within the Community to build partnerships and support the Company's success.

Position Responsibilities:
1. Work with the Management team to provide programs, procedures and policies that provide all employees with the skills and knowledge to meet the Company's goals.
2. Direct recruiting activities in order to meet the staffing needs of the company by identifying qualified candidates with appropriate skill sets.
3. Through programs, processes and specific activities, maintain a work place atmosphere, which encourages employee participation and the open airing participative resolution of work place issues
4. Plan, recommend and implement agreed upon professional development activities for management and supervision.
5. Oversee Facility Training Plan. Serve as a Facilitator for Company training programs.
6. Monitor Performance Management System.
7. Conduct wage surveys on as needed basis. Ensure that company salary administration policies are implemented and utilized.
8. Monitor Retention, reduce turnover, and manage unemployment claims. Identify work place issues which require corrective action and implement agreed upon plans.
9. Report monthly statistics related to the Human Resources function. These include but are not limited to employee retention, safety performance indices, participation in training programs, etc.
10. Manage the "on site" recruiting service in order to ensure that company objectives are met with the quality and time limits set.
11. Ensure that lines of communication are open which allow for the communication of employee workplace issues, assist in the coaching of management and supervisory staff and identify external resources to augment employee development.
12. Provide leadership, direction and support to Human Resources team in the accomplishment of corporate, departmental and facility goals.
13. Maintain; update Employee Handbook on an annual basis. Write recommended procedures and policies as needed.
14. Participate as a member of the plant Safety Committee, administrate Safety issues and data.
15. Engage in plant improvements including safety, productivity, and quality and through AAC activities.
16. Prepare and manage the departmental budget.
17. Maintain regular communication with the Vice President, Human Resources regarding activities, policy recommendations, training initiatives, application of corporate policies, administration of benefit and compensation programs, establishment of effective employee and industrial relations programs, etc.
18. Coordinate all emergency response measures at the facility in case of emergency such as fire, explosion, and release of hazardous waste or chemicals.
19. Other duties as assigned.

Supervisory Responsibilities:
Direct Positions: Training Manager, Recruiter and Humaan Resources Assistant
Indirect Positions: Trainers

Minimum Requirements:

Equivalent Education Level Requirement: Bachelor's Degree in Human Resources, Business Administration, Training and Development or related field

Experience Required: 5-7 years of progressive Generalist responsibility in a Manufacturing
environment.

Knowledge and Skills Required:
1. Knowledge of State and Federal Law
2. Experience with the preparation and implementation of training materials and programs.
3. Computer skills including Microsoft Office applications, Microsoft Project
4. Excellent Communication skills
5. Fundamental understanding of various benefit and compensation programs and their administration.
