Hey Gotham:  With all the community-police issues going on around the U.S., it's time for your opinion.  The City Council is proposing that the NYPD decriminalize certain actions (e.g., subway fare hopping, public drinking and urination, etc.) and treating them as civil complaints without criminal consequences to the violators.  What do you think?  Do you support decriminalization of minor offenses by the public?
