[Fredslist] need help with housing issue

Hi Gotham folk,
I was walking down the street on E. 90th St when I was hailed by an elderly (turns out she's 94) women standing at the top of her stoop, asking me to drop some mail in the mailbox on the corner because she couldn't get down the stairs.
I saw that there was absolutely no handrail or any other way for her to safely get up and down the steps to enter her home - where she's lived for many years.
Turns out she's asked her landlord many times to install a handrail, to no avail.
Can someone help me find out the rules? - this is the stoop from the street to the entry hallway, so it's the outside/common area.
Frankly, I wouldn't live there because of how dangerous the stairs are, with no handrail.
