I  like to give you information on the medication part only.  The situation you are describing is usually go the other way.  People in nursing home with memory lapses often given additional medications, and those creating more problems.  If you search the internet there are countless articles about this topic.  

My advise to your friend is to take it a bit further.  She should have a family physician or a trusted pharmacist review all the drugs he is taking, in combination.  There is a possibility that this nursing actually did something right by eliminating this drug from his meds. 
I have several clients whom set up an appointment with his/her family doctor to go over all their medications.  The result often ended up with eliminations of several drugs, with a note "oh, are you still taking this?"

My good friend has a husband in a nursing home, who at times has some memory lapses. He has been prescribed medication for memory loss by his personal physician.

Now the nursing home arbitrarily eliminated the meds.

My friend wants to know if there is a law that states that when I spouse is alive, does the spouse have decision making power.

OR when a person is admitted to a nursing home, does one give that power away???

He is currently on Medicaid, I believe....not positive.

Any advice in this case would be most appreciated.
