Gothamites,

      A friend of mine owns a commercial building in LIC and every 
year, the Sanitation Department sends him a bill for an unpaid ticket 
for a commercial dumpster from 2001/2002/2003.

      It used to be that they'd mug/extort/bill him once a year.

      Now, the city is gouging him every 6 months.

      Is there an attorney in the tribe who can deal with the 
sanitation dept?
