Dear Fellow Gothamites:

On April 1, 2011, the 2011-2012 New York State Budget Bill changed the way payment was calculated to providers for Medicaid-funded Certified Home Health Care Agencies (CHHAs).

As a result, the CHHAs have been running scared. Out of fear they are arbitrarily cutting care without first making mandated determinations about whether or not care is medically necessary. They are illegally reducing and terminating care without adequate notice to recipients leaving poor and disabled elders without life sustaining benefits and in imminent danger of wallowing away in hospitals, or being sent to nursing homes.

After months of attempting to get regulatory agencies to fix the problem for the benefit of my clients and all elders affected by the change, I need to speak to someone in the press TODAY who will take this seriously and bring it to the attention of the public.
