[Fredslist] Tenant/Landlord issue

Hello All:
 
A close relative (yes, my daughter) needs advice regarding overages on her electric bill (two meters, three apartments), landlord responsibility - and how long landlord has to rectify problem before she goes further.  He has not been answering her calls/e-mails/pages - but it's only been a week or so -
