[Fredslist] Question About Robert's Rules of Order

Hi Gotham:

 A client has asked me the following question:

Based on Robert's Rules of Order, If a 
nonboard member appears at a board meeting and speaks, is there a 
procedure for the nonboard member to ensure that what he says is recorded into the minutes of 
the meeting?

An answer to this question can really make me look good!
